The HCFBRA Application for Funding is the starting point for any development proposal seeking reinvestment support from The Authority.
It covers project scope, budget, timeline, community benefit and alignment with our project plans.
The application is identical for every applicant — no preferred tracks, no pre-selected firms. Download the form, review the eligibility guidelines and submit a complete package with all required documents listed below.
Review Process: How Your Application Gets Evaluated
After Application Submission
Each application follows a structured, multi-stage review designed to evaluate feasibility, community impact and alignment with the HCFBRA’s reinvestment plan. No stage is skipped. No decision is made behind closed doors.
Disclaimer: Each process has its own approval process and the succeeding phase will be determined based on the approval or denial of the preceding phase. Submitting the Application for Funding Assistance does not automatically qualify or entitle the submitter to the requested funding. The Board of Directors and the Committee make all decisions.
Required Documents for Funding Applications
A complete application requires the following supporting documents. Each item is described below so you know exactly what to prepare — no guesswork, no last-minute surprises.

Site Plan and Renderings
Visual representations of the proposed project including site layout, building footprint, landscaping and any additional architectural renderings that illustrate the scope and scale of the development.
Metes & Bounds Description
The legal description of the property boundary — a precise, surveyor-certified document that establishes the exact location and dimensions of the project site.
Proof of Ownership or Site Control
Documentation demonstrating that the applicant owns the property or has a legally binding agreement (option, lease, purchase contract) granting site control for the duration of the proposed project.
Itemized Budget Breakdown
A detailed budget outlining major cost categories and associated amounts — including land acquisition, construction, soft costs, contingency and any other line items relevant to the project's total scope.
Key members of the Development Team
A list of the project's principal team members including architects, engineers, contractors and consultants — with firm names, roles and relevant experience on comparable projects.
Environmental Assessments
Any required environmental reports for the project site, including Phase I and Phase II Environmental Site Assessments where applicable. If the site has known environmental conditions, include documentation of remediation plans.
Environmental Impact Study
Required if the land is undeveloped or previously served a facility that may have contaminated the land. This study evaluates potential environmental effects of the proposed development and identifies any mitigation measures required.
Project Description
A narrative overview of the proposed project covering its purpose, scope, intended use, projected timeline, community benefit and how it aligns with the TIRZ 25 reinvestment plan. This is the applicant's opportunity to make the case.
Project Obstacles
If applicable — a candid assessment of known challenges, risks or barriers to project completion. This may include zoning issues, permitting timelines, infrastructure gaps, environmental conditions or financing contingencies. Transparency here builds credibility with reviewers.
Project Pro Forma
A financial projection showing anticipated revenues, expenses, financing structure and return on investment over the project's lifecycle. This document demonstrates financial viability and helps HCFBRA evaluate the project's long-term sustainability.
Letter of Support
If applicable — letters from community organizations, elected officials, neighborhood associations or other stakeholders endorsing the project. While not required for all applications, letters of support strengthen the public benefit case.
