As Chairman Theadore Andrews concludes his tenure with the Hiram Clarke Fort Bend Redevelopment Authority (HCFB), we reflect on his transformative impact on our community. As the inaugural chairman of the HCFB board, Chairman Andrews has been a driving force in our journey towards growth, development, and community empowerment for the past 11 years. His leadership has been marked by numerous accomplishments, each contributing to the vibrant and thriving neighborhood we proudly call home.

Championing Development and Infrastructure

Under Chairman Andrews’ guidance, HCFB has undertaken significant infrastructure projects that have laid the groundwork for sustainable growth. Notably, the development and completion of multiple road and drainage improvements have enhanced connectivity and safety across our district, creating a more connected and safe area for our residents. These projects include:

  • District Gateways Improvement Project: An investment of $1,220,700, providing welcoming entrances to our community.
  • Curbs, Sidewalks, and Ramps Improvement:  An investment of $1,419,133, enhancing accessibility and safety for pedestrians.
  • Intersection Improvements: An investment of $1,876,159, streamlining traffic flow and improving road safety.
  • South Post Oak Sports Complex: An investment of $800,000 made green spaces more easily accessible for community recreation and events.
  • Kirby Drive Extension: A recent investment of $101,200 will expand road access and improve connectivity.

Fostering Economic Growth

Chairman Andrews has been instrumental in fostering economic development within our community. His strategic vision led to significant investments and agreements that have attracted new businesses and spurred local economic activity. Key initiatives include:

  • Acquisition/Demolition of 4802 W Fuqua: HCFB’s first land acquisition since being designated a TIRZ in 2013, The Fuqua Land Project represents not only a significant step towards revitalizing the Hiram Clarke community but also serves as a crucial catalyst for economic development.
  • Beltway Southwest Business Park:  A significant $3,500,000 investment, through a developer’s agreement, for the development of a master-planned business park capable of accommodating approximately 950,000 square feet of light manufacturing and distribution space.
  • Edison Performing Arts Center: The TIRZ invested $500,000 in supporting the Edison Art Foundation as they develop a 12.5-acre mixed-use art and cultural town center.

Financial Growth and Organizational Development

Under Chairman Andrews’ leadership, HCFB’s financial growth has been remarkable. The Authority has achieved an impressive 19.38% average annual growth. The budgeted increment has increased from $103,696 in FY 2015 to $4,753,636 in FY 2025. Additionally, the organization has grown from having no employees in 2015 to a staff of three employees by 2025, reflecting HCFB’s growing impact and operations.
