The Hiram Clarke Fort Bend Redevelopment Authority (HCFB)/TIRZ 25 has announced a transformative investment aimed at uplifting longtime residents while fueling community growth. This milestone leverages the Tax Increment Reinvestment Zone (TIRZ) model, reinvesting property value gains accrued since 2013 into projects that honor the neighborhood’s history and enhance its future.
Key Projects Underway:
- Kirby Drive Extension: This project will improve connectivity and reduce travel time for residents moving between key corridors. It entails an extension from Beltway 8 to Almeda-Genoa Road, following the City of Houston’s major thoroughfare plan. Before moving into design, we will begin with a feasibility study to explore options for multimodal improvements while also evaluating water, sanitary, and storm sewer systems.
- Pedestrian Bridge over 90A: This new pedestrian bridge will provide a safe and accessible crossing for pedestrians and cyclists, linking neighborhoods to parks and green space.
Near Phase One Completion:
- 90A Corridor Improvements: Upgrades are in progress along the 90A corridor, including sidewalks, signage, and lighting. Corridor upgrades will enhance safety, walkability, and the overall look and feel of a busy area.
- Carved Rock Roadway Extension: This new roadway, connecting Carved Rock Roadway with Hillcroft Avenue, will ease congestion and allow for better access for local traffic and emergency services.
- Hike & Bike Trail Extension: The extended Hike & Bike Trail at Blueridge Park will encourage outdoor activities, promote healthier living, and provide greater access to natural areas.
Coming This Fall:
- Simon Minchen Park Extension: This project is being planned to expand Simon Minchen Park. The upcoming expansion will offer more recreational space for families and residents to enjoy.
- Area-wide Beautification: This upcoming project will focus on adding landscaping and visual improvements throughout the district. Beautification efforts will improve public spaces and strengthen neighborhood pride.
Next Up (Fall/Winter 2025):
- Curb & Sidewalk Repairs: As a part of the ongoing work to improve pedestrian safety and accessibility, a new phase of curb and sidewalk upgrades is set to start in Fall/Winter 2025. The project will include sidewalk repairs, fresh paint, and new ADA-compliant ramps to make it safer and easier for people of all ages and abilities to walk through the community.
The TIRZ 25 Project Plan outlines more than $150 million in recommended improvements over the next 30 to 40 years, laying the foundation for long-term community growth. Currently, projects underway represent an estimated $50 million investment already at work in the district. Since 2013, TIRZ 25 has focused on community-driven infrastructure that meets the real needs of Hiram Clarke and Fort Bend residents and business owners, investing tax revenue into roads, parks, utilities, and public spaces. High-impact projects like the nationally recognized Gateway Improvement initiative have enhanced five major US 90A intersections with public art, lighting, and signage. At the same time, strategic economic development has brought in major employers to the Beltway Southwest Business Park and laid the groundwork for cultural hubs like the 32,000 sq. ft. Edison Cultural Arts Center.
Additionally, neighborhood improvements are transforming everyday experiences. The Fuqua Land Project, a resident-informed redevelopment of a former gas station, symbolizes a shift toward inclusive, community-centered design. Residents, businesses, and stakeholders are shaping a future rooted in equity, opportunity, and cultural vitality. These investments go beyond infrastructure and are building a legacy of belonging and growth for everyone in Hiram Clarke and Fort Bend.
